I like where you are going with this, let's take
it one step further;

How about requiring Instructors to become re-certified
every two years and prove they have maintained the
increasing quality of the org's curriculum. That's
quality of diver output, not quantity of $ received.
I mean afterall, everyone says it's the quality of the
instructor that's important in choosing which class
to take, not any particular org, right?

All you need then is an org that's willing to put
it's foot down and demand a higher quality of
instructor and subsequently, a higher quality of
diver - DIR or not.

And not to worry, the title "self proclaimed
protector of mankind" in the SCUBA sense is already
embraced by another on this BBS, someone who has
been rather quiet lately (but someone whom I hope
to H.E. double toothpicks shows up at Casino Point
the weekend of July 21st, even if I have to pay for
his ferry trip.
