In LA, the villan of the time was NASDS (PADI of their time). Dive with your brain, not your back' was their motto and their plan was to certify everyone in LA. They did certify a duck and I won't judge their certifying some paraplegics and quadroplegics. I heard they enjoyed the dive. For a time you did have to get re-certified. It was convenient for me, since the shop owners hated it too because it was passed as a panic attack by (I think) the city council. That was the mid 70's when I was my dive nutsiest and so the shop just gave me a new C card... otherwise I would still just have had my B C-Card.
