Once a ship is purchased, prepped, and sunk it will become the property of the State of California. Charter boats may or may not require some sort of wreck diving certification other than their standard boiler plate waivers. Other than that, dive one, dive all, except no artifacts may be taken, regulations that apply to all sunken vessels within diving depths that are owned by the State. Violators will be fined, their gear and boats confiscated. That's the dim, grim future of artificial reef wrecks, be they near Catalina or off our local shores. Still want one? Of course, better a restricted wreck than no wreck at all; restrictions enforced by the State of California but NOT by any independent, unofficial diver or divers.
