Check out:

http://www.cinms.nos.noaa.gov/

and

http://www.catalina.com/

Those sites have some information on Catalina and how to get there.
Other then going in a light plane, your options are private boat, dive boat or the channel shuttle boats. The latter are the largest and most stable (and are the only ones my girlfriend DOESN'T get sick - an she's a champion puker).

Once there the dive park is accessed from land and there are a few other places (such as Two Harbors) where shore diving is an option. Some of the island dive boats operate pretty close to shore and may be doing short-range dives on a given day.

There is also a new electronic anti-motion sickness device being advertised of late, but I do not know how effective it is.

Hope that helps.
