Just a quick comment on practical aspects which have not been mentioned.

If you're on a boat with 20 or 30 other people and for some reason things don't go right for you (seasickness, left something at home, equipment broke, difficulty equalizing, not quite enough or too much weight), odds are you will (a) abort the dive and pay for another boat trip, or (b) screw up the dive schedule for everyone else. Some people manage to do both. I see this happen all the time, and not just with the entry-level scuba course.

Beach dives may be boring (they don't have to be), but it is oftentimes far easier to learn to dive when the time and other constraints of boat diving are not a factor.
