Using a 40% EANx fill as an example, to fill an empty tank, it's first filled with 730 psi of O2 then topped to the top with 21%. If I bring it back with 1750 psi remaining of my 40%, the tank only needs a "partial O2 fill" of 310 psi, then filled to 3000 (or 2250, 3500, et al) with 21%.
There probably is a better, clearer term to explain the above but I don't know what it is.
