I just spoke with Tim Callister, Investigating Officer, USCG MSO San Francisco.
He told me that the orders for dive boat passenger i.d. and baggage inspection are local to LA/long Beach only.
However he added there would probably be more rules coming from the other Captains of the ports.
At this time he stressed it responsibility of all dive boat operators to maintain positive control of their passengers.
