I am a former military diver you point about everyone useing the same gear is not quite accurate.
We could in most cases use whatever gear we wanted, the only provision was that it had to be on an "approved" list. Getting a particular peice of gear "approved" was usually though not allways very difficult
The one constant that we all did have was that all our training and the standards we all had to meet were the same.
Otherwise you make some good points.
