I've only encountered mandatory buddy pairing in the UK, specifically Scapa Flow. It's a BSAC hard and fast rule. Fortunately, on all occasions I dove with blokes I knew and were very skilled and experienced. The UK divers are better trained and more experienced with adverse diving conditions than our "PADI puppies". Another interesting thing about UK diving, no charter boat waivers to sign. The skippers are only responsible for transporting you safely to and from the dive sites. They're absolved from any diver injuries or fatalities.
