Randy, it has always been quality of instruction, both now and in '64 when I trained in Australia before they had agency certification. The same holds true for any type of instruction. Agency bashing is NOT going to improve the quality of individual instructors. However, it is true that we have many more unqualified instructors now than in the "old days". Caveat emptor. Which reminds me of another chunk of ancient Latin wisdom that applies directly to scuba diving: cavendo tutus: safe by reason of caution.
