Where are you thinking of diving? Locally? Then the first piece I'd buy is exposure protection. Next would be BC and regulator. Tank is last and I assume you have fins and mask.
Which brands? That's a can of worms. Ask five divers and you will get six opinions. You can't go wrong with the big brands and yes, you get what you pay for.
