I think we may just be reading TDI_2's post differently-

From my reading he is giving an example of a specific diver's neutrally boyant saltwater weight-

"Sample neutrally buoyant ocean diver:

217 lbs Body weight
100 lbs Scuba tech gear dry weight w/ filled tanks
14 lbs Lead weighting with drysuit"

From my understanding if a diver finds his specific neutrally buoyant weight for saltwater he should be able to use TDI_2's calculation to find his neutrally boyant wright for fresh water.
