as many times as there are different points of view, Bill. I don't agree with your implication that the employer bears no responsibility for the quality of its instructors. Without casting stones at anyone, a quality dive store understands that its instructors reflect directly, positively and negatively, upon the store as a whole. Yes, the quality varies in all organizations, but the responsibility of making sure that instructors do their jobs right falls largely on the employer. This is a basic concept in business and law. Arthur Andersen is about just that. It's also common sense.

Wayne's point was smaller, specialty stores, which focus only on scuba are generally more effective at maintaining the quality of instructors than large chains. To me, that's highly intuitive.
