It's not the fresh water that's the problem, it's all the stuff that gets mixed in with the fresh water as it runs off of all the asphalt and concrete and into the storm drains, untreated, down to the sea. Imagine all the dog poop, dirty food containers, etc... that you see from time to time on our city streets. Now imagine all of that swept into the sea within a few hours and I think you'll see the problem. Ick!
