You only pay if you go through the front entrance, past the guard shack.

Boats that service Pt Lobos for diving don't pay if they are launched elsewhere. Divers who ride with the boats also don't pay.
But if the boat picks you up and requires you pass through the guard's gate, then you pay.

Anywater sports runs a nice Friday special where you pay, park and swim out to there boat.
