The are not offering certification. They are only offering to do the classroom/online portion of the course. On their website it says "Once the final exam is completed, we send you a certificate of completion and a worldwide referral form that allows you to continue. "

So this is only the classroom portion, then they give you a universal referral to someone else to do the confined water and open water work.
